La Rosita

Operations

InterGen's La Rosita Power Project is a 1,065 MW natural gas-fired, combined-cycle facility. Approximately 500 MW is under contract with Mexico's Comisión Federal de Electricidad ("CFE") under a 25-year build-own-operate Power Purchase Agreement, while the remaining capacity is available to meet energy needs in the border region. Fuel for La Rosita is transported through a new 126-mile cross-border natural gas pipeline owned by Sempra/PG&E. The pipeline runs from Ehrenberg, Arizona to the plant site near Mexicali.

Performance

Since the commencement of operations, La Rosita has met the terms of its CFE contract with a high degree of availability at approximately 96%.

Environmental

As part of the La Rosita project, InterGen built a state-of-the-art sewage treatment plant that reclaims raw sewage from the lagoons of the local municipality in order to provide cooling water to the power plant. La Rosita is also among the cleanest power plants in Mexico with three of its four units equipped with Selective Catalytic Reduction (SCR) and the fourth scheduled to be fitted early in 2005. SCR is an advanced emissions control technology that reduces nitrogen oxide (NOx), a precursor to smog, and is considered Best Available Control Technology (BACT) for NOx in the state of California.

Community

InterGen works with two local elementary schools, Ignacio Zaragoza and Marcelino Magana, to improve their facilities. Project contributions include new water supplies and electric lines, improved electric wiring, washstands and sinks, computers and video equipment, landscaping, water coolers, and sun shading and air conditioning. Through the project's Sustainable Development Program, the Ignacio Zaragoza primary school also received a new school bus from La Rosita.

Management

Robert Kofsky, La Rosita’s Plant Manager, has 17 years of experience in the power sector. Mr. Kofsky came to InterGen from El Paso Power Operations where he was Chief Technology Officer on the KIECO joint venture in Korea.
